A: HUMAN RESOURCES BOARD

There shall be a Human Resources Board comprising the following members of the General Assembly, The Second Vice Chairman, (as Chairman) the Assistant Secretary, the Chairman of the Ministers Conference, and four other persons to be selected by the Executive Council from among members of the Church of God in Barbados who are in good and regular standing and ratified by the General Assembly.

PURPOSE: The Human Resources Board shall be responsible for all personnel matters concerning all employees of the General Assembly of the Church of God in Barbados, whether full-time, part-time, seasonal or otherwise.

DUTIES: Labour Relations. Responsible for negotiating all contracts, contract interpretation, and administration. Responsible for administration of the various problem resolution and grievance procedures

Benefits

All employee benefits including health insurance, retirement, workers' compensation and disability, life insurance, education policy, are administered by the Human Resources Board,

Wage and Salary Administration

Responsible for the development and maintenance of all of the various wage and salary programs (Full-time, seasonal, and part-time). The Human Resource Board responsibilities include maintaining salary records for all employees, including longevity.

Other Responsibilities

In addition to the above, several other areas of responsibilities include disciplinary matters and the establishment, administration, and enforcement of all personnel policies

Safety

Human Resources Board shall be responsible for all safety matters.

 


B: CREDENTIALS BOARD

There shall be a Credentials Board consisting of from three (3) to five (5) members drawn from among the Ordained Ministers in good and regular standing and appointed by the Ministers’ Conference and ratified by a 2/3rd majority vote of the General Assembly at its next meeting following the selection.

PURPOSE:The purpose of the Credentials Board is to function on behalf of the General Assembly and Executive Council in recognising, Commissioning, licensing, and ordaining ministers in the Church of God. Additionally, Board functions may include, but are not limited to, providing leadership in pastor/congregation conflict resolution, revoking and/or restoring ministers’ credentials, assisting congregations in securing pastoral leadership, assisting ministers in securing pastoral assignments, facilitating the recognition of congregations and free-standing (para-church) ministry organisations of the Church of God, counselling and disciplining congregations, and expediting the administrative reporting of its actions to the Executive Council and General Assembly of the Church of God.

Conflicts of interest must be avoided in the implementing of the Board’s work. A conflict of interest exists when a Credentials Board member, in the attempt to make a fair decision on an issue at hand, cannot be separated from a bias related to the decision to be made. Such biased circumstances include being a close friend, relative, advocate or adversary of the person concerning whom a decision is to be made. When a conflict of interest exists, the involved Board member should voluntarily avoid participation in the decision to be made. If the majority of the Board judges that one of its members has a conflict of interest and the member does not do so voluntarily, it is the Board’s responsibility to require that member to be absent while the issue is discussed and decided.

It shall be the duty of this Board to: -

1. Prepare and update a Ministers’ Credentialing Manual, which should set out all ministry, administrative and personnel matters pertaining to the, commissioning, licensing and ordination of Ministers.

2. Review and submit to the Executive Council a list of names of suitable Ministerial candidates for the Church of God in Barbados.

3. Review and recommend to the Executive Council any Minister to be commissioned, licensed and/or ordained.

4. Arrange for the Commissioning, licensing and/or ordination of all candidates.

5. Arrange and plan in cooperation with a congregation, the installation service of a Minister for that congregation.

6. Receive and investigate charges preferred against any minister and to recommend to the Executive Council whether or not disciplinary action to be taken.

7. Arrange and plan in cooperation with a Congregation, Board, Association or Ministry appropriate recognition service or activity for the work of the minister concerned.

8. Arrange and plan for the placement of returning students and graduates of West Indies Theological College during their holiday from College as well as upon their graduation from College

9. Co-op other Ministers and/or Lay persons in good and regular standing in the Church of God to assist in its work, through the formation of ad hoc committees of the Board.

C: BOARD OF EVANGELISM AND MISSIONS

There shall be a Board of Evangelism and Missions. This Board shall consist of nine (9) members, which, comprise of a Chairperson, the Chairperson or his/her nominee of the National Women of the Church of God, National Men of the Church of God, National Youth of the Church of God, Mass Communication Board, Board of Christian Education and the chairpersons of the Zonal Councils.

This Board shall foster and promote an active programme of Evangelism and Missions. The Board will formulate the specific programme from time to time.

 

 

D: BOARD OF CHRISTIAN EDUCATION

There shall be a Board of Christian Education which, shall consist of ten (10) persons which comprise of a Chairperson, the Chairperson or his/her nominee of the National Men of the Church of God, National Women of the Church of God, National Youth of the Church of God, Mass Communication and five (5) persons who are in good and regular standing and who shall be elected by the General Assembly at its Annual General Meeting.

This Board shall develop, foster and promote educational programmes, leadership training and provide relevant educational material in general.

DUTIES: The purpose of the Board shall be to plan for and correlate the various phases of the Christian Education work of the Church and to see that such plans and policies are carried out in a suitable way. Its special concerns shall be to develop and supervise: -

i. The work of the Sunday school.
ii. Junior Youth work
iii. Junior Camp
iv. Leadership Training Courses
v. The Music Ministry in the church and to give related advice to the General Assembly.
vi. The Family Life Ministry in the church and to give related advice to the General Assembly
vii. Any other work related to the educational ministry of the Church.

 


E: BOARD OF MASS COMMUNICATION

a) There shall be a Board of Mass Communication, which shall consist of a Chairperson and seven to nine (7-9) persons who are members of the Church of God in Barbados and who shall be elected by the General Assembly at its Annual General Meeting.
b) It shall be the duty of this Board to compile, publish and distribute religious literature, pamphlets, books, magazines and/or papers.

This Board shall be responsible for: -

a) All radio and television broadcasts
b) Publication and distribution of selected religious literature
c) Providing appropriate means for the projection and promotion of the programmes of other Boards and agencies, and
d) All other forms of communication for the work of the Church.

 

F: PROPERTIES BOARD

This Board shall comprise the following three (3) officers of the General Assembly, the chairman of the Finance Committee and four (4) other suitably qualified members of the Church of God in Barbados who are in good and regular standing to be elected by the General Assembly: -

1st Vice Chairman (as Chairman of the Properties Board)
Chairman of the Finance Committee
Co-Treasurer
Secretary

It shall be the duty of this Board to advise the General Assembly and local congregations in the acquisition, disposal, construction and maintenance of all church property.
